Labor & Employee Relations (LER)

The Labor and Employee Relations unit is a dedicated resource for HR professionals, supervisors, and employees. We provide consultation and support on employee relations and labor issues. LER is responsible for the following:

  • Negotiation, administration, and interpretation of collective bargaining agreements.
  • Grievance processes for represented and non-represented Civil Service staff, Academic Professionals, and employees represented by the Non-Tenure Faculty Coalition, Uni Faculty Organization, and Graduate Employees Organization.
  • Providing guidance on the application and interpretation of university policies.
  • Performance management, including advising on employee performance issues and leading pre-disciplinary meetings.

State Universities Civil Service – Employee Advisory Committee

The purpose of the State Universities Civil Service Employee Advisory Committee is to advise the State Universities Civil Service System (SUCSS) Merit Board on all matters pertaining to SUCSS. Committee members recommend actions and present problems to the Merit Board concerning the interests and needs of employees governed by SUCSS.

The following candidates are running for the State Universities Civil Service Employee Advisory Committee (EAC). The committee advises the State Universities Civil Service System (SUCSS) Merit Board on issues that impact Civil Service employees and represents their interests across Illinois.

Rafael E Cañas

Please allow me to introduce myself, my name is Rafael Cañas, and I am honored to run for a seat on the State Universities Civil Service System Advisory Committee (SUCSAC). I work as the Recruitment and Special Programs Coordinator with the University of Illinois at Illinois Human Resources, where I have proudly served for the past 18 years. During this time, I have built a solid civil service career dedicated to recruitment, employee support, and advancing civil service excellence across the University of Illinois.

About SUCSAC 
(SUCSAC) advises the State Universities Civil Service System Merit Board on issues affecting civil service employees and represents their interests.

In my current role with the University of Illinois at Illinois Human Resources, I have served as a Human Resource Associate within the Talent Acquisition Department, collaborating with various units to fill positions and assisting applicants in securing employment, among other duties. I also oversee strategic initiatives such as representing the university at job fairs, utilizing recruitment technologies, and cultivating partnerships with community organizations. These efforts not only strengthen our workforce but also ensure that the University of Illinois continues to attract and support top talent.

I have supported numerous departments across the University of Illinois, providing guidance, resources, and solutions that help them succeed. With over 18 years of subject matter expertise in the civil service rules and procedures established by the State Universities Civil Service System, I have become a trusted resource for colleagues and departments alike.

I hold a master’s degree in training and development – Human Resources from Eastern Illinois University, which has equipped me with the knowledge and skills to foster employee growth, support professional development, and contribute to a thriving workplace culture.

Family is central to who I am. My wife is an elementary school teacher, and we are proud parents of two accomplished daughters, one a Pediatric Nurse and the other an Athletic Trainer. I have been married for 28 years, and I believe that level of commitment carries into every part of my life, including my dedication to the employees and departments I serve.

My core values: transparency, dependability, integrity, honesty, compassion, and commitment, guide everything I do. Most importantly, I love helping people, no matter who you are, where you come from, or what your situation may be. To those I have helped in the past, this may sound familiar: you know I have always been available to answer your questions or address your concerns. That belief has guided my work for nearly two decades and continues to drive my passion for civil service.

With nearly two decades of civil service experience, a passion for supporting employees and departments, and a strong belief in the mission of civil service, I am eager to bring my voice and experience to the State Universities Civil Service System Advisory Committee. I would be truly honored and grateful to earn your vote on October 27, 2025.

Aaron Ketchum

Aaron Ketchum is seeking re-election to the Employee Advisory Committee. He has been with the University of Illinois for nearly 14 years, serving as a Heat/Frost Insulator. During his time at the University, Aaron has also contributed as a F&S Crafts and Trades PPE safety representative and is currently serving on the Staff Advisory Council and the Employee Advisory Committee.

A U.S. Navy veteran and past commander of his local American Legion Post, Aaron brings a strong commitment to service, leadership, and collaboration. He is dedicated to representing the interests and perspectives of civil service employees and continuing to foster a positive and safe workplace environment.

John Mahlmeister

I began my career at UIUC in 2019 as a career coordinator in Engineering Career Services, and I first became interested in getting involved with employee representation and self-governance through the Council of Academic Professionals (CAP). I was elected to CAP as a representative and was later elected to Vice Chair. I learned a lot about the value of engaging with organization leadership as a representative body and the difference that can make. In 2022, I stepped into a role classified as Civil Service and was no longer able to serve on CAP. Since then, I have retained a desire to engage with the campus community and look for ways that I can help improve the overall culture of the organization.

I believe strongly in supporting staff development, and I have served as a facilitator for Five Days for Change and the Racial and Social Justice Allies and Advocates workshops. I co-chaired a Big Ten Career Consortium Committee on Mentorship and Career Strategy, and I have been a member of several planning committees for professional development events. I recently completed a Master of Science in Talent Development where my capstone project was related to exploring the hiring and promotion practices of the State University Civil Service System (SUCSS). As a member of the State University Civil Service Advisory Committee, I would focus on representing the interests of all Civil Service Staff across the UIUC Campus while seeking to help demystify the policies and procedures of SUCSS and improve transparency and clarity for Civil Service Staff regarding SUCSS practices.

Collective bargaining agreements are established through negotiations between the university administration and labor unions representing various employee groups. They outline terms and conditions of employment, including wages, benefits, working hours, and grievance procedures, with a focus on transparency, inclusivity, and accountability. By upholding these agreements, we strive to create a supportive and equitable work environment that benefits both our employees and the institution as a whole.

About the Threat Assessment Team
The Threat Assessment Team is a multidisciplinary team responsible for assessing and addressing concerning, dangerous or threatening behavior that impacts campus. Threat Assessment is part of the Office of the Vice Chancellor for Administration & Operations.

Robb Craddock

Is responsible for labor relations and collective bargaining activities for the University involving multiple bargaining units, including planning, communication and coordination with affected departments, and senior administrators. Establishes and maintains effective labor­ management relations and administers and develops the labor relations policy.

Melvin Davis - Reine

Provides specialized consultation and training on employee relations, performance management, and disciplinary procedures to managers, employees, and unit human resources. Additionally, offers guidance on the implementation of labor and employee relations policies, programs and procedures.

Julie Dillard

Responsible for labor relations and collective bargaining activities. Administers and interprets collective bargaining agreements and University policies, oversees grievance processes, and serves as chief spokesperson in contract negotiations.

Annette Huss

Serves as the first point of contact for The Office of Labor & Employee Relations and provides administrative support for the LER staff.

Beth Phillips

Provides specialized consultation and training on employee relations, performance management, and disciplinary procedures to managers, employees, and unit human resources. Additionally, offers guidance on the implementation of labor and employee relations policies, programs and procedures.

Angela Reggans

Oversees employee relations for civil service and academic professional employees on campus including advising campus units and employees on employee relations matters and providing guidance on the administration and interpretation of a wide ranges of policies, statutes, collective bargaining agreements, and applicable labor and employment laws.

Jade Swanson

Provides specialized consultation and training on employee relations, performance management, and disciplinary procedures to managers, employees, and unit human resources. Additionally, offers guidance on the implementation of labor and employee relations policies, programs and procedures.
